Most states regulate charitable solicitation in some way. The laws vary state to state, but generally require a charity to register with the relevant authorities prior to conducting any solicitation within the state and to file annual reports thereafter. Many state laws also have registration and reporting requirements for fundraising consultants, professional solicitors, and/or commercial co-ventures, and the charities that work with them. This publication summarizes the charitable registration requirements in each of the 50 states and Washington D.C. as of the beginning of February 2018.
This publication is composed of two parts:
- A Cover Memo that provides a general overview on charitable solicitation registration requirements and the scope of the Summary Survey. It includes a reprint of The Charleston Principles.
